It's the point where a state stops stamping permits and starts engineering your move: reviewing bridges against your axle weights, mandating police, scheduling utility crews, and setting the calendar. This guide covers what changes, what it costs, and how to quote one without getting burned.

The line every state draws

Routine oversize permits are issued by a clerk, often the same day. Every state also has a line, in width, height, length, and weight, past which the application goes to engineers instead. That line is the superload threshold, and it is state law, not physics.

A 200,000 lb transformer is a heavy but routine overweight move through Texas, where the superload line is 254,300 lbs. Cross into Ohio, where the line is 120,000, and the identical load is a full superload: engineering review, police escort, weeks of lead time. Field note You cannot expedite a superload the way you expedite a routine permit. In Pennsylvania's permit system, four out of five applications auto-issue in about a minute; a superload is always in the fifth that a human engineer reviews. And that engineer's queue is first-come: Louisiana states outright that structural evaluations are processed in the order received and cannot be expedited. Filing late doesn't compress the timeline. It moves you to the back of the line.

Curveball Rhode Island calls an 11'11" load a superload; New Mexico doesn't until 20 feet. An eight-foot difference in where "routine" ends. On a multi-state route you check every state's threshold, because the strictest one on the route drives your paperwork, your escorts, and your calendar. One strict state turns the whole move into a project.

What the state actually reviews

The lead time isn't bureaucratic padding. Three real workstreams run behind a superload permit, and each can change your route.

Bridge analysis

Every rated bridge on the route gets a load rating: an engineer's calculation of what that specific structure can safely carry, run against your exact axle spacings and loads in the DOT's bridge-rating software. A structure that fails the check means a reroute, and a reroute restarts the check on the new roads.

Route approval

A superload route is fixed to the street, not the corridor. The state verifies geometry: turning radii, ramp widths, construction windows, clearances. On the biggest moves, counties and cities issue their own permits on top of the state's.

Conditions

The permit that finally issues carries conditions: specific travel dates and hours, mandated escorts and police, sometimes rolling closures with traffic control. The conditions are the schedule; the schedule is the deal.

Field note The route the customer wants is rarely the route that gets permitted. Factories pick origins; job sites pick destinations. The path between them belongs to the bridge engineers. Propose routes from what is permittable, not what looks shortest on the map, and never promise a route before the state has seen it.
Why superloads creep A failed bridge check isn't always fatal. Engineers can approve a marginal structure at reduced speed: a "creep" crossing, walking the load across at about 5 mph so the bridge sees less dynamic impact. That's why you'll see a million-pound transformer slow to walking pace on an Interstate bridge. The crawl is a condition of the math that let it cross at all.

Everyone on the move

A routine OD load involves a driver and maybe a pilot car. A superload is a cast. Coordinating them is most of the work, and most of the risk.

Why it matters Every party on that list can slip your date, and none of them work for you. Police escorts get reassigned. Utility crews reschedule. A county engineer goes on vacation. The desks that run superloads well are the ones that confirm every player the week before the move, in writing.

The hardware that moves it

Past the superload line, the trailer stops being a trailer and becomes a configurable machine. Weight is the enemy of bridges, so the whole game is spreading it across more axles.

Multi-axle combinations

Heavy haul starts at 9 axles and runs past 13: a lowboy or beam deck stretched with jeeps (front load-spreading dollies), boosters (rear axles that take load off the trailer), and flip axles. Each added axle group buys legal pounds under the bridge formula.

Dual-lane trailers

Two trailer lines running side by side under one platform, occupying both lanes. Documented moves run to 48 total axles under a single transformer. Wider footprint, more axles, happier bridges.

Girder / beam trailers

For transformers and vessels: the cargo hangs between two trailer halves as part of the structure itself, dropping the load's center of gravity to axle height. (The rail version is the Schnabel car; on the road it's a girder deck.)

SPMTs

Self-propelled modular transporters: computer-steered axle lines, each carrying up to roughly 60 tonnes, bolted together to whatever length the load needs. No tractor at all: an operator walks alongside with a control console. The top of the market.

From the record books On the biggest moves, the rig outweighs the cargo. When Mammoet hauled two 670-tonne reactors across Alberta in 2025, the transport equipment weighed nearly double the reactors themselves, and the combination grossed about 3.9 million pounds. In 2025 Wyoming ran a 1,484,000 lb, 385-foot transformer rig down I-80 at 30 mph, dropping to 5 mph over every bridge: two to three hours to cover 40 miles. A 460,000 lb transformer into a Washington substation took a 944,800 lb rig, 48 axles, and three tractors, one ballasted with concrete blocks and two pushing from behind, across two nights at 15 mph.

Plan in weeks, not days

State review time alone spans two days to a month, and that clock starts after your application is complete, with the survey done. The audited state lead times:

Application & route submission

Exact dimensions, weights, axle spacings, and a street-level route to every state on the trip. Incomplete applications go to the back of the queue.

Week 1–2

Route survey

The survey crew drives it, measures it, and files the report the DOT reviews. On the tallest loads, utility companies get their first look here.

Week 2–4

Engineering review & utility scheduling

Bridge checks run; any failed structure forces a reroute and a re-check. Each utility on the route schedules its own line lifts on its own calendar.

Week 3–5+

Permit issues, move is scheduled

Permits arrive with fixed dates, hours, and escort conditions. Police and escorts get booked against those windows, and the move runs.

Field note Quote the calendar honestly: three to five weeks minimum, longer for multi-state moves with bridge work. Customers trust a long timeline they can plan around more than a short one that slips. The move date belongs to the strictest state on the route.
Seasonal trap In the North, the calendar itself can close the road. Roughly 16 states impose spring-thaw weight restrictions ("frost laws"), typically from around March 1 into mid-June, cutting allowable axle weights while roadbeds soften. The dates float with the weather: Michigan didn't lift its 2026 restrictions until May 15. A northern superload corridor can be legally closed to your weight for a quarter of the year. Plan around it.

The money

On a superload the linehaul is often the smallest surprise. The stack around it is where quotes go wrong, because most of these lines don't exist on a routine OD move.

Worked example A 250,000 lb transformer from Houston to Charlotte crosses seven states (TX, LA, MS, AL, GA, SC, NC). Louisiana alone bills a structural evaluation per bridge type on the route. Each state needs its own superload permit and escorts, several need surveys, and the permit-and-escort stack can reach five figures before the truck earns a dollar. Superload quotes that aren't itemized state by state aren't quotes; they're guesses.
Worth knowing Texas prices the engineering itself. Over 254,300 lbs gross, the TxDMV permit stacks a highway-maintenance fee and a Vehicle Supervision Fee on the base permit: a smaller fee when no bridges sit on the route, a larger one when a state-approved engineer has to analyze the move, with a discounted rate for identical repeat loads within 30 days. The fee schedule is a map of where the state's real cost lives: not the paper, the analysis.

The mistakes that cost real money

Every one of these has been paid for by somebody. The pattern behind all of them: pricing a superload with a routine-OD mindset.

Quoting it like standard OD

Adding "a few hundred for permits and escorts" to a superload quote misses the stack by thousands. On short moves the accessorials can exceed the linehaul. Itemize per state or don't quote.

Promising a fast turnaround

"We can move it next week" is how superload customers get lost. The state review alone runs 5 to 30 business days, and it starts when the application is complete, not when you win the load.

Routing off the map app

A route that looks fine online can carry a weight-restricted bridge. One failed structure means a reroute, a re-survey, and days of delay. The permitted route is the only route that exists.

Quoting before the route is locked

Escort miles, survey miles, and utility counts all price off the route. Quote before the route is settled and every reroute reprices the move, on your side of the deal.

Forgetting the locals

The state permit doesn't cover the county bridge or the city's moving ordinance. The biggest moves stack local permits on top, each with its own office and its own clock.

Booking escorts late

Police details and qualified high-pole operators are scarce in rural corridors. The permit conditions name them; if they aren't confirmed for your window, the window moves.

How to quote one

A framework that holds up.

Step 1

Get exact loaded dimensions

Cargo plus deck height, total gross with the trailer, overall length with overhang, and the axle configuration. Inches decide whether it's a permit or a project: 15'11" and 16'1" wide are different processes in half the country.

Step 2

Check every state's thresholds

Verify the route before you commit
